After the death of Powerpuff Girls Villain, HIM. His daughter, HER was born as a very last resort, using his own DNA and a fraction of the devil girl, Mandy's DNA and evil essence. HER is more like a clone than an actual child, but she does indeed refer HIM and Mandy as her parents.

HER has very similar yet different powers compared to HIM, but still possesses the same threatening force her father has. But while she lacks the full power her father had, she possesses something better, the powerful mind and dark nature of her mother, Mandy.

HER is cruel, heartless and often uses others to do her dirty work, finding others with great power and manipulating them to work under her. Unlike her father who often performed terrible deeds for mere amusement, HER is focused and has greater goals in mind, to have the entire world working under her, and she intends to do it the more "Mandy" way, through force and fear.

Her bat form is the only transformation she is capable of outside of pure evil areas, in that form, she sacrifices most of her power for more mental capabilities and aerial manoeuvrability, as she does not possess the ability to fly in her true form. While it may look adorable, it's the form that's better at manipulating, stealth and speed.

Being a child that is part demon and part human, she has the same weaknesses as her father, kindness and the cold, but they don't affect her as much as HIM, but still enough for her enemies to have the advantage. And being half human, she understands them much better and has an easier time manipulating and knowing how to harm them more mentally and emotionally than physically. However she still possesses a human heart, and can also be subjective to human-things such as greed and envy. And while she is heartless to most ends, she has a soft spot for her mother Mandy, something she has more than her father.
